Yeoh Leng Yang has been advising and acting for clients in all areas of construction law, appearing regularly in the Malaysian Courts, in arbitration under Asian International Arbitration Centre (“AIAC“), Pertubuhan Akitek Malaysia (“PAM“), Singapore International Arbitration Centre (“SIAC“) rules and in statutory adjudications under the Construction Industry Payment And Adjudication Act 2012 (“CIPAA”).
He has more than six years of experience in handling a wide range of complex legal matters, with a particular focus on construction projects, oil & gas, and energy & utilities.
Leng Yang has also recently obtained the AIAC Certificate in Adjudication.

EXPERIENCE
- Acted for a renowned property developer in the High Court & the Court of Appeal against the M&E and C&S Engineers relating to the design, fabrication and installation of fire safety system and air ventilation system of a shopping mall located in Damansara Uptown, Selangor
- Acted for a renowned oil and natural gas company in the High Court & in the Court of Appeal defending a setting aside application against an Arbitral Award
- Acted for a company operating the second largest thermal power plant in Malaysia in an arbitral proceeding to claim against the main contractor for the dislodgement and misalignment of culverts under the seabed for the Pumphouse
- Acted for a wholly owned subsidiary of Selangor Economic Development Corporation in the High Court against the contractor’s claim for work done in a completed construction project
- Acted for a renowned main contractor in an ad-hoc arbitration proceeding for an infrastructure double track railway track work project to claim for work done amounting to approximately RM40,000,000.00
- Acted for a Spanish-based contractor in an adjudication proceeding and in the High Court & in the Court of Appeal for the setting aside, stay and enforcement applications of an Adjudication Decision amounting to USD 14,500,000.00
- Acted for a China’s largest construction and real estate conglomerate and contractor of building works in an adjudication proceeding, in the High Court, and in an arbitral proceeding for, amongst others, a performance bond injunction, demobilisation injunction, Fortuna Injunction, setting aside, stay and enforcement applications of an Adjudication Decision for a project involving the main governmental building for Malaysia’s Ministry of Information
- Acted for the oldest and largest homegrown cement company in Malaysia in a mediation proceeding relating to the bag filter dedusting system for four (4) cement plants in Malaysia
- Acted for a renowned main contractor in an adjudication proceeding for an infrastructure highway project to claim for work done amounting to approximately RM51,000,000.00
- Acted for the same renowned China-based contractor in two (2) adjudication proceedings relating to two (2) different Mixed Development Projects both located in Kuala Lumpur to claim for work done amounting totalling the sum of approximately RM60,000,000.00
- Acted for a Spanish-based contractor in an international arbitration for a dispute involving defective pipes of the Hydrogen Production Units under the Engineering, Procurement, Construction, and Commissioning (EPCC) Contract
- Acted for numerous construction contractors and oil and natural gas company in multiple adjudication proceedings in Malaysia
